"We're going to be falling behind with any of the budget proposals that are on the table now," Betker said. The HECB recommended 15,500 new general enrollment slots for all two and four-year state colleges combined for the 2003-2005 biennium, but none of the state budget proposals comes close to meeting that demand, Betker said. The problem is expected to get worse, with numbers estimated to peak in 2008, said Kris Betker, communication coordinator for the Higher Education Continuing board. Washington's two- and four-year colleges and universities are already over-enrolled by approximately 16,000 students.
